Degrees of Rotation in PICTURE command

The unit of measurement for rotation angle has been changed from 1/10^th degree to 1 degree. This means that you must divide all angles in a rotated PICTURE command by 10. For example, a value of 1800 (1/10^th degree) must be changed to 180 (degree). You can still set a decimal point to specify fragments of a degree.
